Congratulations to three HG leaders for their recent appointments: Chairman, Margaret Devlin, appointed Chairman of Watercare Services Ltd; Board member, Elena Trout, appointed to the Board of Contact Energy Ltd; and Clare Tolan, our new General Manager - Survey.
Margaret Devlin, Harrison Grierson Chairman
In August 2011, Margaret created history at Harrison Grierson when she became our first independent director. Her appointment as our Chairman in 2012 was another first for us.
Margaret’s experience includes over 20 years at senior executive and director level in both the infrastructure and retail sectors in New Zealand and the United Kingdom - where she was Managing Director of South East Water Limited.
Margaret is chairman of WEL Networks and a director of Ultra-Fast Fibre, CityCare, Hamilton International Airport and Titanium Park. She is actively involved with the Institute of Directors as chair of the Waikato branch and as a National Councillor. She is a government appointment to the National Infrastructure Advisory Board, a member of the Risk Management Committee for the University of Waikato and the external appointed chair of the Audit and Risk Committee of the Waikato District Council.
We’re privileged to have Margaret’s expertise and knowledge at the helm of our company and we’re proud that her governance will continue as we move forwards on our strategic path.
Elena Trout, Harrison Grierson Independent Director
As the President of the Institution of Professional Engineers of New Zealand, Elena Trout represents 16,000 engineers across the country. She is the second woman in IPENZ’s 100 year history to hold this position.
Elena is a professional civil engineer with extensive experience as a company director, project director and consultant. She has been involved in governing IPENZ since 2008, and has previously held the Vice and Deputy Presidents’ roles.
Elena joined the Harrison Grierson Board in June 2014 as an independent director.
Elena has held a number of executive positions in the transport, infrastructure and energy sectors. She has specialised in project and asset management, contract procurement, and leading major project programmes and implementation of large scale infrastructure developments, particularly in the energy and transport areas.
In 2015, she was jointly appointed by Christchurch City Council and Government as the Independent Assessor of the horizontal rebuild programme for Christchurch.
Elena is an independent director of Marsden Maritime Holdings Ltd, former director of the Electricity Authority of New Zealand, and the Energy Efficiency and Conservation Authority. She is a former director of Transpower NZ Ltd.
Elena is also a member of the Institute of Directors and New Zealand Global Women, and a Fellow of the IPENZ. She holds a Master of Civil Engineering degree from Canterbury University.

Clare Tolan, General Manager - Survey
In August, Clare Tolan was appointed to General Manager - Survey at Harrison Grierson. This completes our General Manager appointments to each of our major disciplines - infrastructure, land development, planning, and buildings.
Clare is a senior surveyor with significant cadastral surveying and land development experience on a number of large and high profile developments in Australasia. She was the senior surveyor for the master-planned and staged 114 ha Waterloo Business Park in Christchurch. She was also involved with the Canterbury Earthquake Recovery Authority (CERA) providing consultancy services for the CBD redevelopment projects. During this period, she undertook project management and quality assurance of earthquake damage related boundary definition surveys.
Now Auckland-based, Clare’s busy with rapidly growing Special Housing Area projects and leading our surveyors into the high-tech era. Clare holds a Bachelor of Survey from Otago University, is a Licensed Cadastral Surveyor, and is studying towards an MBA through the Edinburgh University School of Business.
